A LEPEB-UFF bulletin (Dec. 2023) argues that, through the process of disqualification of the contractors, accentuated after 2016 and during the Bolsonaro government, they lost practically all international competitiveness and that the difficulties also come from the interruption of BNDES financing and Chinese hegemony in markets in Africa and Asia; the text reproduces a statement by President Lula (March 2023) that Lava Jato could have arrested a businessman and left the company operating.

Limitations: Qualitative analysis, without a series of revenues or contracts; the author acknowledges external factors (China, the end of regional integration). The Lula quotation is secondhand (Spechoto, 2023). The search for the contractors' positions in the ENR ranking was blocked (HTTP 403).
In March 2023, President Lula stated, according to the LEPEB-UFF bulletin, that Lava Jato could have arrested a businessman but left the company operating, and that the country was left without engineering companies for large works.
