Ministry note of June 27, 2019: the official mission to the U.S. took place 'between June 24 and 26' to learn about experiences with integrated operations; Moro was with Valeixo and with the PRF executive director, José Lopes Hott Júnior. They visited facilities in Texas, Virginia and Washington (border patrol, EPIC in El Paso, DEA Special Operations Division, IOC-2, State Department and Treasury, FBI and its laboratories). The creation of the PF Liaison Office in El Paso was confirmed, and the PF director-general signed, on the morning of the 26th, a cooperation agreement with the DEA's El Paso center.

Limitations: The note does not separate what Moro did personally from what the delegation did. Folha says Moro returned to Brazil on the morning of June 26 and that Valeixo and others stayed; therefore the signing of the agreement on the morning of the 26th is attributed to Valeixo, not to Moro. The note says June 24 to 26, whereas the El Paso schedule starts on June 23 and Folha says Moro arrived on June 22.
