Agência Sportlight, according to a report republished by Diálogos do Sul (May 9, 2023), obtained through LAI Moro's travel reports as minister. The report for the March 17 to 20, 2019 trip records, for the 18th, six activities, two with FBI members and one with a CIA representative: a noon lunch hosted by the FBI's head of international operations, Rhouda Fegali, and a 5 p.m. meeting with Director Christopher Wray. The article says that on this trip Moro had only one member of his own ministry, Georgia Renata Sanchez Diogo.

Limitations: The report was not seen; only Sportlight's description. The article says the CIA appears in the report but gives no time or name of a counterpart; Moro's presence at the CIA is attested by VEJA and Folha. The discrepancy over the lunch host (the official schedule indicates Charles Spencer) is in another evidence item. The article says Moro had only one member of his own ministry on the trip; the ministry's note lists as companions also Erika Marena (DRCI), Igor de Paula (PF) and Valeixo (PF), who may not be counted as 'of the ministry' by the article.
According to Sportlight, Moro's travel report records that, at the meeting, the DRCI director thanked the FBI for its work on Operation Lava Jato and for the initiative of assigning a team to be at Brazil's disposal, and that the Americans expressed the relevance of the operation for Brazil and for Latin American countries. Sportlight reads this as the first official mention of a 'partnership' between the FBI and Lava Jato; the U.S. Embassy said that American representatives have no mandate or jurisdiction to operate on Brazilian territory and that coordination follows legal channels approved by the Ministry of Justice.
Excerpt: “ressaltando a importância da iniciativa de terem destacado uma equipe para ficar à disposição do Brasil para os trabalhos”

Limitations: Excerpt of the report reproduced by Sportlight; the document was not seen. The sentence is from the report (Moro's account of a statement by the DRCI director, whom the ministry's note identifies as Erika Marena), not a statement by the FBI. The conclusion that this proves a 'partnership' and the article's title are the outlet's. On the right of reply: Sportlight sent a request to Moro and the FBI, with no response by the time of publication; the U.S. Embassy responded (text in the next evidence item). The MJSP is not cited as having been consulted.
